Heroic/Villainous/Neutral:
Scott's a hero, but not in any particularly dramatic ways. While he might have landed himself in prison, this was due to a Robin Hood-esque situation where the company he worked for stole money from its customers, and he went ahead and transferred millions of those stolen funds back to their original owners. Scott might not be the type of good man who sides with the law all the time--in fact, a part of him still feels disgruntled by it and the many rules and boundaries it enforces on people--but he's the type of good man who does his best to help and protect, one step at a time.
For the most part Scott was inspired by his daughter, Cassie. Even after his incarceration, Cassie continued to look up to him with stars in her eyes and love in her heart, and more than once he'd been told by people to "be the man she already thinks he is". The first step towards his becoming a hero had been some redemption-type action to prove that he was more than a criminal (as various television networks painted him to be in the aftermath of his theft) and give his daughter something concrete to believe in. The second step had been Scott realising that he really could do more, be more, and grow more as he challenged all the old things that used to hold him back. Scott used to be the kind of person who'd run away to thievery whenever he'd find himself in a tight spot; now, however, he's found some bravery for himself, and a little more confidence in fighting for what he believes in, even if it comes with risk.
Scott could possibly verge into neutral territory in terms of agenda and helping others (and most drastically, he could even become a villain if it's what he has to do to protect his family or if he believes the heroes are in the wrong), but for now he's stuck in hero territory. He wants to rid himself of the vision of "criminal" that the public's beaten into him, and for that reason he'll do whatever good things he can as long as it's in his capacity to, even if it's just telling someone down in the dumps that they're great. He's also more than happy to be a kind of shoulder-to-cry-on for other heroes to vent to, knowing personally that being able to talk to someone person-to-person without having to lie about identities tends to make things a little easier to deal with. He's sort of a master at normalcy amidst huge events.
Mentor/Journeyman/Rookie:
Scott's a rookie, and it's most obvious in how his motivations are still pretty murky and how he's still very much in the mentality of just being an ordinary guy who happened to have received a super suit (he still goes all fanboy-esque when he encounters other supers, for Christ's sake). So far all he's got on his path to heroism is "be a good man, protect the ones you love", with the first bit being vague as hell and the second bit being a reason that could very well have him doing less than heroic things. Scott's still not very good at the whole hero deal to begin with; he gets most of his directives from other people who need him to do what has to be done as opposed to making his own decisions without outside influence. While he's got a good handle on his suit and his abilities, he hasn't yet gotten an idea of how to best put all of those to use, but the more he experiences and the more he comes to realise that the "greater good" isn't always something easily distinguished, the more he'll get to mature into the hero he's supposed to be.
Which Area(s) Of The City Interest You For Your Character?
Scott's most intrigued by the City of Tomorrow, mostly on account of the fact that his curiosity with regards to technology is intense by default. He's also got knowledge in electrical engineering, so he's bound to want to get tips, and with his efforts right now being making improvements to the Ant-Man suit and design to maximise efficiency (and add a few new tricks!), the City of Tomorrow's got the most to offer him. Lesser cities that capture his interest might be the City of Adventure, in a "test your abilities" kind of way, and maybe the City of Romance, even though the love driving his heroism is platonic, familial love more than romantic.
